Since long before anyone had heard of COVID-19, Representative Shupe championed systematic improvements to our community’s healthcare system; the most notable is his partnership as Mayor of Milford with Bayhealth to make the Bayhealth Sussex Campus a reality. Investing in the development of our healthcare workforce Shupe drafted and passed legislation to fund scholarships for nursing students in Delaware and created a bipartisan partnership between the State government, our non-profit hospitals, and insurance companies to attract more physicians to the First State. These efforts created more stability and clarity of vision as the pandemic began, and as it progresses.
